Non-Payment for Prefabricated Splints

Prefabricated/off-the-shelf splint items (commonly billed with HCPCS L-codes) may be billed for the device itself, but the application of pre-packaged splints is considered a packaged service and must not be billed separately, especially when performed the same day as an E/M or other procedure. Specific CPT codes (29105, 29125, 29126, 29130, 29131, 97760, 97799) and many HCPCS L-codes that include 'fitting' in the descriptor should not be billed in addition to a splint code that already includes fitting.
