Cigna covers synthesized speech-generating devices (HCPCS E2508, E2510) as medically necessary DME and excludes digitized/recorded-speech devices and multi-purpose consumer electronics (e.g., non-dedicated tablets, smartphones, PCs) or E1399 reporting for such devices; only one synthesized, speech-dedicated device in the individual’s primary language is considered necessary. Coverage requires a licensed SLP with CCC to document a permanent, severe expressive impairment unresponsive/inappropriate to other treatments and natural communication, plus a written SLP evaluation with severity, cognitive/physical ability, device rationale, functional goals and training plan, and documented functional benefit for any upgrades.
