This policy covers community-based crisis stabilization services for children and adolescents enrolled in Louisiana Medicaid (Humana Healthy Horizons), including out-of-home short‑term and extended interventions, crisis assessment/resolution, follow‑up and coordination with families, and diagnosis/treatment of mental illness and substance use disorders by licensed mental health practitioners. Coverage requires a preliminary assessment of risk, mental status and medical stability and is limited to Medicaid‑eligible youth; services are prohibited in Institutes for Mental Disease, must not duplicate other Medicaid or respite services, do not reimburse room and board (transportation is included in provider rates), and must be delivered within the provider's licensed scope.
